To convert JPG to PDF, open JPG to PDF, add your photos, put them in order, pick A4 or Letter and press Make PDF. It works on phones and computers, accepts JPG, PNG, HEIC and WebP, and your photos never leave your device. Every phone and computer also has a built-in way to do it, and the steps for each are below.
Convert JPG to PDF in your browser (any device)
- Open JPG to PDF and drop in your photos, or tap Choose photos.
- Use the arrows to put them in order. The first photo becomes page 1.
- Choose the page size (A4, US Letter, or the same size as each image), the orientation and the margin.
- Press Make PDF and download the file.
The free version makes PDFs of up to 5 photos at a time. For more pages, make two PDFs and join them with Merge PDF. iPhone HEIC photos are converted automatically, and sideways phone photos are turned the right way up.
On iPhone
With the Files app: save the photos to Files first (in Photos, select them, tap Share, then Save to Files). In Files, tap the three-dot button, choose Select, pick the photos, tap the three-dot button at the bottom and choose Create PDF. The PDF appears in the same folder. Pages follow the file names, so rename the photos first if the order matters.
With the Photos app: select the photos, tap Share, then Print. On the print preview, tap Share again and choose Save to Files. You can't change the page order this way.
On Android
Open the photo in Google Photos or your gallery app, open the menu (⋮) and tap Print. At the top, change the printer to Save as PDF, tap the PDF button and choose where to save. Most gallery apps print one photo at a time, so for a multi-page PDF the browser tool is quicker.
On Windows 10 and 11
- In File Explorer, select the images (hold Ctrl and click each one).
- Right-click one of them and choose Print (on Windows 11 it may be under Show more options).
- Set the printer to Microsoft Print to PDF, pick Full page photo as the layout and untick “Fit picture to frame” if you don't want the edges cropped.
- Click Print, then name the file and save it.
On a Mac
In Finder, select the images, right-click and choose Quick Actions > Create PDF. The PDF is saved next to the images, in the order of the file names. You can also open the images in Preview, drag the thumbnails into order and use File > Print > Save as PDF.

Tips for a PDF that gets accepted
- Shoot flat and bright. Photograph documents on a dark table in daylight, straight from above, so the edges are clear.
- Crop the background. Upload forms reject pages where the document is a small part of the photo.
- Watch the size limit. Phone photos are 2 to 5 MB each. If the form wants the PDF under 1 MB or 200 KB, run it through Compress PDF; our guide to compressing a PDF explains the settings.
- Check the order. Open the PDF before you upload it, especially for front and back of ID cards.
- Converting the other way? PDF to JPG saves each page as an image.
Frequently asked questions
How do I combine multiple JPGs into one PDF?
Add all the photos to JPG to PDF, put them in order and press Make PDF. Each photo becomes one page of the same PDF. On a Mac, Finder's Create PDF does the same; on Windows, select the photos and print them to Microsoft Print to PDF.
Does converting JPG to PDF lose quality?
No. The photos are placed in the PDF as they are, so the quality stays the same. The PDF is about as big as the photos added together; compress it afterwards if it is too large.
Can I convert iPhone HEIC photos to PDF?
Yes. JPG to PDF accepts HEIC photos directly, and the iPhone Files app can make a PDF from them too. To get JPG files instead, use the image converter.
Is it safe to convert ID cards and passports online?
With JPG to PDF the photos are processed in your browser and are not uploaded, so they stay on your device. Be careful with sites that upload files to a server, and check how long they keep them.
